Government of Newfoundland and Labrador Selects TOWER Software’s TRIM Context 6 for Enterprise Content Management

Toronto, Ontario — 17 July, 2006 — TOWER Software, the leading Enterprise Content
Management (ECM) provider to government worldwide, announced today that the Office
of the Chief Information Officer (OCIO) has signed, on behalf of Government of
Newfoundland and Labrador (Government), an Enterprise Agreement with TOWER
Software for the purchase of TRIM Context to be deployed across all of Government.
This Agreement covers the upgrading of existing TRIM line of business implementations
and the on-going support and maintenance of TRIM Context across the entire provincial
Government. As part of this Agreement TOWER Software will invest in the
establishment of a TRIM Context Centre of Excellence in St. John’s, Newfoundland and
Labrador.

TOWER Software’s TRIM Captura system was initially implemented in 1999 to manage
the records of Cabinet, its committees, and supporting operations. TRIM has grown in an
incremental manner across Government over the subsequent years, as departments saw
its value and used it to address specific business needs. Today, there are thirteen TRIM
Context business implementations across Government, including the cross-Government
application, which manages Access to Information and Protection of Privacy requests.
These thirteen business implementations cover a variety of types, functions and
processes, from the administration of student financial assistance, to the management of
social assistance processing and the operations of the Office of the Citizens
Representative.

With the new mandate vested in the OCIO to improve and modernize Information
Management practices throughout Government, the logical next step was to develop an
enterprise-wide approach to the implementation of TRIM – thereby ensuring consistency
of application and practice for managing the entire government’s information assets to
deliver improvements in service to their citizens. At the same time this approach enabled
cost savings for individual departments in the purchase and deployment of the tools
required to improve Information Management.

“TOWER Software is very pleased to be supporting the Government of Newfoundland
and Labrador in its leading information management initiative to improve its efficiency
and effectiveness as an innovative government. Contributing to the growth of the local IT
industry and small business through its investment in a Centre of Excellence for TRIM
Context is an added benefit of TOWER Software’s expanded venture in St John’s,” said
Jan Rosi President TOWER Software North America. The Centre of Excellence will
provide dedicated implementation services to the Government of Newfoundland and
Labrador, during its TRIM Context planning and implementation. It will also provide
TOWER Software with a base of operations in Atlantic Canada from which to serve its
growing Atlantic clients, including the provision of a bi-lingual helpdesk service. The
Centre of Excellence is being established in partnership with Prima Computer Solutions,
which provides TRIM Context technical support for Newfoundland and Labrador clients.

Danny Williams, Premier of Newfoundland and Labrador, said, "We have been pleased
with the service provided by TOWER Software over the years and the performance of the
TRIM Context product as it has evolved. This next step is an important one in advancing
information management standards and practices across government, and the
partnership with TOWER Software is an important feature in our plans. Their commitment
to the Centre of Excellence is very important to the Office of the Chief Information Officer
(OCIO) in fulfilling its mandate to help support and enhance the local IT industry."
